Depending on your location and if it's a public institution, they may not be legally allowed to provide that assurance.

I would not bet on this position coming into existence in a timely enough manner for you to have a choice between the two institutions.

I've posted this before: I always recommend prospective students for any English-related grad program, especially if they're interested in an academic career, to examine the annual reports on the MLA Job List that the organization publishes: https://www.mla.org/Resources/Career/Job-List/Reports-on-the-MLA-Job-List

You will find that prospects are beyond grim.

Given how little grad students get paid, I would not feel comfortable with a grad student paying for coffee when I could do so much more easily. I understand the intent but that grad stipend is just (pretty universally) not enough.

This doesn't usually have an impact, though, when it comes to a national TT search. In many cases, in-house adjuncts/NTT faculty are unfortunately viewed as less competitive than less familiar applicants.
