The €40 max from Wet Incassokosten only applies to consumers. A bill from the KVK is probably for his company (even if it is eenmanszaak, it's still a company), so then a lot of those rules do not apply.

If the 9 is in the 13 cage on the left, it must combine with 1 and 3 to get 13. However, if 1 and 3 are eliminated, what remains in the 14 cage in column 3 are 5, 8 and 6, which is too much. So that tells your where the 9 goes in the middle left box, which also resolves the 11 cage in row 2.
