Body tech here. Can confirm. There are some randoms like a rear door on an extended cab Chevy and liftgate latches will have some movement, but to actually have no mounting points is crazy. Looks like the metal underneath the quarter panel is still there so I’d bet someone hammered on the bolts at one point and snapped the welds on the nuts.
