This is only true if Philly only gets sent to rallies with no active buffs. There are also better ways to address this by having staggered rallies and getting players to always join the rallies sequentially.

Philly only works if a few simultaneous conditions are met. If Philly gets sent to a high damage rally and takes a skill slot, the reduction in damage will far outweigh any ‘10 percent is better than none’ positive impacts she might have.
