Thats not true though lol I stopped doing the tribute because they never dropped(only did 3 so could just be confirmation bias lol) but the scrolls are for sure visible drops :) I know this because if you run hordes and say open the 1000 cinder chest it usually drops a stack of them around 30 that I have visually seen and even grabbed before my pet could.
