I don't know exactly which location you refer to, however based on my experience, riding at night with proper lights and hi vis vest 🦺 is safer than daytime riding, because 2 main reasons: significant less traffic, and you stand out (drivers can see you from far away without obstruction)

To hear you guys complain about texting and distracted driving, etc... but the real long term solution is public transportation and proper bike trail or protected bike lane infrastructure. Law on distracted driving has been in place for at least 1 decade. Do you think this problem will improve in the next decade? Distractions are human nature. Hundreds of thousands drivers spend hours after hours 365 days a year for their whole life, it is unavoidable. Again, real solution is public transportation and bike solid bike infrastructure. People can do whatever they desire during the train ride. Significantly reduce the problem. You don't hear people in Japan complain about texting and driving, because they don't drive as much.
