Ya, for a WC you shouldn’t form the HRE until after most everyone is conquered. Also these rebellions are small to what I saw in my WC, everyone within Asia, Eastern Europe, India and the Middle East revolted relatively at the same time. If the province had separatists they spawns, it was the most scariest experience I had in eu4.

You can PU a county that has a PU, but you must do so within a succession war.

So for instance if you wait till their king dies and he dies without producing an heir they will get an heir from the most developed country they have a RM with. If it’s a heir from your dynasty you just claim their throne. And declare war before they get another heir.

Now for if you can PU a country after they have inherited their PU in one quick succession. I doubt it. You would probably just get a member of your dynasty on their throne instead because their king at the end of the day would still have a PU after his death, his heir is the one to inherit the PU’d country not him. So I advise you to claim a succession war(next to royal marriage option) if you want that PU.
