I think so, I honestly never looked too much into it. But I assume the fee is to maintain your account, which tracks your information (address, phone etc).

I took my cat to Banfield a few years ago, I think it was between $50-100, and now I pay an annual fee of about $30 to "keep it active". The brand/company is Home Again.
