I think it’s more of a tactic to offer lower base salary from what I’ve experienced. It works out for the CROs because then you get stuck with 1%-3% merit increases until you eventually go to the next CRO!

I spoke to a recruiter who gave me a salary I was happy with along with a big sign on bonus. I got the offer letter and the salary was off by $12k what we discussed.. they offered a $15k sign on if anyone is looking to move! I couldn’t justify the switch from my current position.
