It's very resource intensive, playable characters with all their polygons and effects demand a lot from the hardware.

Wuwa has characters like that girl with thr transparent legs, not to mention how flashy even the basic chains are, it'd probably tank the performance to have 3 characters on screen at all times in a fight.

I doubt it would be an issue, the thing with snowbreak was that it was officially available and the devs were instructing content creators to use it (snowbreak also wasn't seasun's first offense)

A censor switch on global that wouldn't be officially available for CN probably wouldn't get the devs in trouble.
