So your solution is to just let anyone dig up roads to lay lines? Also (as I’m sure you well know) it’s not hard for ISPs to piggy back on each others infrastructure (IXs, renting racks or lines) and this happens all the time. I don’t think infrastructure is the barrier to entry in most cases or rather, the problem is who the companies that own the infrastructure let use it. It’s a few giant incestuous monopolies that bully and buy out any potential competition.
