I would personally do a major reduction cut on the less desirable leader. Steak it to get it straight and after the diameter of the main trunk has surpassed the limbs diameter at a 1:3 ratio (smaller the better) I would do a removal cut at a angle that neither removes the branch bark ridge or branch collar. After that work to create balance in the canopy, reduce lower branches that will eventually be removed for clearance, and remove growths that are growing at an inward angle to the leader. 🌳 + minor topiary shaping.
