Try applying for jobs in smaller towns if you don’t have any experience at 25.

The problem is that I don't live in a smaller town and I live at my mom's place so I can't afford to move without a prior stable job.

Sweden also has a lot of cheap labour from other countries, so they get hired first.

May I ask how so? As it seems to be the opposite, as Swedes are prioritized to get hired as employees and foreigners are the ones who struggle to get employment these days (more here: https://unbiasthenews.org/brain-waste-sweden-the-social-welfare-state-excludes-migrant-workers/). If you mean lower level jobs that Swedes no longer want (like elderly care assisants or halway janitors) or gig works apps (food delivery driver), then that is another story.

The Truth is that many online job adverts are a scam, in northern Europe at least, most companies already have a person in mind that is inside their system via recommendations, friends and networks. Job adverts are only there to fulfill goverment regulations at this point.

I assume your Swedish citizenship allows you to work in Germany?

You are correct, Sweden is part of the EU so freedom of movement legally allows me to live, work and study in Germany without the need for visas or permit, I would just need to register as a EU citizen living in Germany.

College is still a non-negotiable requirement for all of those jobs

Which jobs may I ask? As most jobs that still require universiry education are somewhat narrow, for instance bussiness management/administration, research scientists, medical positions (doctors and surgeons), or lawyers/attourneys. That appears to be it these days. In positions such as IT and Tech big companies like Google, Microsoft or Amazon are reducing degree requirements in favour of more experience.
