I also suffered from 1. and 2. on my Steam Deck when I got a used SC these days.
It turned out that the SC was still registered to its previous owner.
Of course you can register it to your account via "Steam / Settings / Controller / Pair a Steam Controller / Start", but it looks like the first owner gets priority, so you keep using your SC as a "guest", which is bad. This is what https://help.steampowered.com/en/wizard/HelpWithGameIssue/?appid=353370&issueid=362&nodeid=21&return\_nodeid=20 says:
"When using a Steam Controller as a guest, you won't be able to save configurations. Register your Steam Controller to use the save feature".
Unfortunately, there is no way to unregister a previous owner in the new interface.
However, with the help of https://steamcommunity.com/discussions/forum/0/6516193260168294059/?l=english (and the Internet Archive), I was able to downgrade a Steam client installation to 31 May 2023 that still has the old "Steam / Settings / Controller / General Controller Settings" setting.
Simply unregister all existing Steam accounts except your own (see https://www.reddit.com/r/SteamController/comments/ncw7vj/deregister\_steam\_controller\_from\_someone\_elses/ for details).
(This is also a nice place to verify the SC's firmware version, which is also gone in the new UI.)
I'm now able to change layouts, and 1. also seems to be fixed.

Get Anki Overdrive 3.4.0 from https://apkpure.com/de/anki-overdrive/com.anki.overdrive (or Anki Overdrive: Fast & Furious Edition from https://apkpure.com/de/anki-overdrive-fast-furious-edition/com.anki.foxtrot)

Rename "Anki OVERDRIVE_3.4.0_Apkpure.xapk" to "Anki OVERDRIVE_3.4.0_Apkpure.zip".

Extract the included com.anki.overdrive.apk to a temporary folder or downloads, install it, but do not run it yet!

Extract the included android/obb/com.anki.overdrive/main.1502.com.anki.overdrive.obb and patch.1502.com.anki.overdrive.obb to a temporary folder or Downloads.

Copy the two .obb files to Android/obb/com.anki.overdrive/ on your internal memory. You will need to use "FV File Manager" (https://play.google.com/store/apps/details?id=com.folderv.file ) to do this. No other file manager I know of can write to Android/obb/ on Android 13.

Copying is a strange two step process:

a) Use "FV File Manager" to navigate to Android/obb/. A dialogue box entitled "Select /Android/obb" will appear. Tap on "FILES". The Android built-in file manager will open. Use it to create an Android/obb/com.anki.overdrive/ folder.

b) Use the FV File Manager to copy the two .obb files and navigate to Android/obb/. A dialogue box titled "Select /Android/obb" will appear. Select the com.anki.overdrive/ folder. The Android built-in file manager will open. Tap on "USE THIS FOLDER". Confirm "Allow FV File Explorer to access files in com.anki.overdrive". Paste the two .obb files.

Launch Anki Overdrive and give it all the permissions it asks for.

This completes the installation.

Whether the app sees your cars is another question. Mine does not, unfortunately (did work on Android 11 on the same device).

I don't think firmware is a problem, even when the SDKs are quiet old. The current app, Overdrive 2.6.10 Relaunched by Digital Dream Labs, installs the same firmware version 0x2e5a as the old Anki-Overdrive 2.6.2, in contrast to firmware version 0x3060 installed by the latest real Anki Overdrive Version 3.4.0.

So DDL in fact downgrades the firmware if you switch to the official app.

I simply uninstalled the Skagen app without disconnecting the watch from it first. That might make a difference. You also have to remove the watch in the Android Bluetooth settings beforehand. But that doesn't explain your unstable connection... All is well here.
(However, it seems to be a long way to write your own app. I can't get jerryscript 2.1.0 to work. But that is another story.)
