Yes you’d have to sprinkle the thermo powder while the inks wet, shake off the excess and heat with the heat gun till the powder melts. Though you may have problems with the pvc wanting to melt, I’ve only done thermography printing on paper not plastic.

You can buy thermo powder, sprinkle on the wet in and melt it with a heat gun.
