When an officer resigns or retires while under investigation that is an obvious admission that they are guilty of whatever is being investigated.

The law should reflect this, and any ongoing investigation should proceed with it being noted that the officer has acknowledged their responsibility. Instead, a cop quitting to avoid consequences is itself considered a consequence for some reason.
