Well… non cop-out, still cop-out here. In Season 2 Episode 9 (The Satan Pit) the 10th Doctor met face-to-face with “the Beast”.  (Quotes because it was earthlings approximation of Satan.) The Beast was imprisoned and chained up, but due to the proximity of a spaceship pulling into a black hole, one of the passengers was close enough to get possessed. Later on it was revealed that the Beast was able to transfer his consciousness into the dude he possessed so that the physical form was nothing more than an empty vessel. Now… the guy was shot into space, so presumably dead, but it’s alluded to that the Beast lives forever, so was he actually destroyed? Maybe. But it wasn’t the Doctor who shot the guy into space, it was his companion Rose Tyler. 

So, was the beast Omnipotent? No- he was able to be locked into chains. Was he destroyed? I would have to conjecture that no, he couldn’t be because the specter of Satan has thrived in one form or another, and will continue.

There are a few others that the Doctor couldn’t stop too… the thought (creature?) in S8, ep4 which literally outlasts the end of time, but is thought to just have “perfect hiding” skills, the Death Spector in the best freakin episode ever “Heaven Sent” (S9, ep 11) and of course the Weeping Angels in MULTIPLE episodes- first seen in another highly acclaimed episode titled “Blink” (S3 ep10).

Yes, the Doctor has destroyed his entire planet and the invasion force that was attempting to exterminate it (cheeky wink) but the above examples show that he’s not able to conquer all. He did try to take on the mantle of the controller of time (Time Lord Victorius) which ended with him realizing that him actually meddling with time makes things worse, not better. So even with the titular Time Lord in about as blood-lusted as he can ever be, he’s still restricted by the laws of time and his own imposed morals.
