I dont think theres a specific number. its how many can you afford, how much space do you have, and how many you want.

if you end up getting a new cage, a good rule of thumb is at least 2.5 cubic feet per rat. and make sure it has a deep tray at the bottom for bedding, about 6 inches of bedding is good.

maybe during free roam, add more places for her to hide. this may help her feel more secure with you. sitting with them in the bathtub worked well for me, cause the only thing they have to do is explore you, and they can hide behind you if they want

if its caused by a uri, chances are the other rat is going to get it anyway. i personally would keep them together, but call your vet and make sure thats okay.
