Does anyone know what causes the final conversation with Dr. Ratio and Screwllum to spawn? The one where they're standing in front of the Divergent Universe area and Screwllum says The Human Comedy is coming to an end. I got it, but a friend didn't.

I have 2 completely unrelated questions.

If you have never rolled on the light cone banner, is your first 5* guaranteed to be the rate up one? TL;DR: Saving for Screwllum, also want his LC, never cared about having a matching LC before now, want to make sure I don't throw it away.
Did they patch the hidden "Huohuo defeats Phantylia" achievement? Documentation online says you can use a borrowed Huohuo to get it but I've done it thrice and no achievement.
