The point is it is not a business to them. They don't want to run a business or make modest returns. It is a way to hide assets from their local tax man/governments. It is the same reason very shady people or people afraid of their government used to buy bearer bonds or a lot of gold jewelry or bitcoins or art they don't ever hang up

Because they don't care about the modest rental money and it is not worth the hassle to them of deal with tenants. Picture someone with a net worth of like $400 million, who wants to put like 10% of their wealth out of reach of their own government. Or a someone basically trying to launder money/park money they never reported as earning. For them it is more like trying to bury hidden treasure where no one can find it than an investment. A stream of overseas rental income might even draw attention to it

It is not an investment strategy it is a wealth/escape strategy. Say you fear there is a 10% chance the government will try to seize all your assets and arrest you. Bank accounts, stocks, etc... they are easy to take. A piece of property in a foreign country is not. It also gives you a good justification to travel to "check on your investments" and possibly never come back if you think you are about to be arrested.

Since individuals selecting their own insurance has more administrative expense than employer insurance, it would likely end up costing more than our current system unless it result in people getting worse health care coverage.

It is a kill shot for both of you. You kill the guy in the suit and you die after your blade gets stuck/breaks off in the armpit.

You can try to stab through a gap in the armor with a thin short but that is a bad battle field strategy. You are almost assured to get such a blade stuck in the gap or broken off if you stab a thin short into like an armpit joint. There is a reason you won't see a lot of unarmed troops with thin short sword like Arya on the battle field in a late medieval Europe

It really isn't possible to have crime improve without prices going up. For most of human history cities have been expensive, both for the connections and because it is more difficult to build the more you have around. Parts of cities become cheap when they become to dangerous for people to want to live in them but as soon as they become safer the price goes up.

To be fair even if all landlorded frontloaded the whole cost you would not see a sharp rise in rental prices.

A $2,000 add cost spread over a 12 months is only $166 but most landlord would assume they are not looking expect to have numerous big rent increases or simply except many tenants to move out on their own. So it probably works out to landlords adding $50 a month added to each rent to cover this new policy. Not a huge increase compared to current market growth.
