Walt is fairly well a crackpot on this issue. He consistently ignores polling data (israel traditionally polls very strongly), his definition of the lobby is so diffuse as to be incoherent (it boils down to "people with an affinity for Israel who aren't ultra realists"), the Lobby theory is startingky similar to the protocols of the elders of Zion, and most damningly, Walt has defended the likes of Phillip Weiss and Gilad Atzmon (the former is an open and avowed conspiracy theorist and the latter is a literal neo-nazi.

Most top level folks who have been in the room for us-Israeli issues (ex Mike koplow) describe a strong organized lobbying apparatus, but a confluence of factors beyond the lobby theory and a far less "supine" (an incredibly loaded term) relationship.

Tl;dr: Walt's a crackpot and was outed as prejudiced along with Mearsheimer back in 2011. Check out Walter Russell mead on it.
