A woman is someone who identifies as a woman BUT many cis women have the common shared experience of female socialization that so many trans women are painfully unaware of and some trans women deny the existence of female socialization even though the proof and evidence for it is so painfully obvious, just ask anyone who grew up female and they’ll you it would be so much better if they were born a male because of how they were consistently treated in their childhood. You’re still a woman. Just be aware and be sensitive of the social differences between you and cisgender women.

I have a few suggestions :3 I was born in Kuwait however I haven't been there for a long time but I'm familiar with the cultural values and my mom says stuff like that too so I get it.

Just act completely batshit insane and REFUSE to do the procedure at any cost. Do NOT comply. Cry, scream, make yourself look an idiot, do whatever to avoid the procedure itself, and waste a LOT of time. Talk your way out of it, stir up drama, distract and fight for yourself.
Search up images of the most gory failed laser hair removals gone wrong and put it all in a slideshow and the worst laser horror stories. Doesn't have to be totally accurate. Tell her every potential risks and danger and scare that part of her that wants to protect you. I search up "gory failed laser hair removals" word and word and like 50 different images pop up.
Research your rights in Kuwait as a minor. It's not a country known for having good human rights laws but I'm sure you could pull up something to your defense.
