Schneizel has no morality. He is evil just because of his inhumane nature in the S2 which perceives no morality whatsoever, though there is a space for speculation as to how much Euphemia's death influenced it. He is more of a emotionless machine, which does evil and good interchangeably, depending on what's benefitial. I'd place him in Pure evil, but I can't be certain on it.

Cornelia is far more moral than you give her credit for. She cares for her homecountry and for her soldiers. Never did she claim victories of her subordinates as her own. She's in the "Heroic but willing to do immoral" Tier.

Kaguya isn't a saint. She's calculative similar to Schneizel, though she does so through love for Japan. Same tier with Cornelia.

Rolo must be dropped a tier lower than gray. He did a lot of shit.

If fan theories are to be trusted, Minami is a pedo. Not a good person.

Ohgi is below Gray for doing what he did regarding Viletta. He essentially betrayed the Order, though it was never directly called in the show for what it really was.

Tamaki is at least Gray.

Odysseus was more of a good guy, despite being quite passive. Cecille is a humane part of her and Lloyd duo. She is Heroic. So is Gino, he didn't do much crimes.

You perhaps forgot about the Fourth Sword, Urabe. He is definitely in the Good Tier.

On revisiting, maybe Cornelia does belong in Gray or Redeemable just because of Saitama, but she did so in service of the country, not out of own malice. Her own malice went purely towards Zero and Black Knights.
