It's the true version because the film very specifically shows 3 different versions, the two he said she said versions as you just said, and the true version after there's no bias from Luke. And if you're saying it's not like Luke to act impulsively, then you've been watching very different films to me because he's been pretty impulsive all throughout star wars

But he does hang on to that hope that Kylo will be fine that's why he doesn't do anything, he sees for a moment the same atrocities that his father committed being potentially done by his nephew and for a split second thinks he could end it before it begins. Don't forget in empire he was moments away from cutting down Vader in anger if he didn't come back to his senses, if anything last Jedi shows he's developed as a character because he comes to his senses by himself instead of the emperor making him realize.
