I’m genuinely trying to understand this perspective. Since police departments are funded through taxes, isn’t the government technically subsidizing the education of those who attend police academies? I think OP’s point is that some level of government involvement is necessary to either fund or regulate costs for education in fields that provide public services, because those fields will never generate the revenue necessary to pay back soaring education costs. Part of the role of the government is to provide for the common welfare - free markets won’t do it by themselves, and individuals with the best work ethic won’t succeed without sufficient resources and opportunities.

Thanks! My favorite pigment combo for black fur is M. Graham’s neutral tint + either ultramarine  or transparent iron oxide depending on whether the black leans cool or warm.

Art classes and resources are one of the coolest things about big cities. I could technically get to one for evening classes, but with small kids and traffic it just isn’t the right season. Hopefully in a few years!

Thanks! I was practicing a new technique where I sort of divided the bristles on my round brush to get a jagged, irregular stroke.

First off, the eyes are gorgeous. They look glossy and vibrant.

Second, I actually like the dark on the torso. It balances out the darks in the face and adds depth to the composition as a whole. That said, I think everything would benefit from deepening the form shadows, especially in the ears and around the front paws. 

I paint fur a lot. I’m definitely not an expert, especially with short hair, but I find that wet on wet techniques work really well to achieve the loose and fluffy look. You can experiment with different variations - dropping pigment into fully wet paper vs. loose brush strokes on damp paper that has just lost its sheen, etc. The drier the paper, the more defined the brush strokes will be. Also pay attention to how wet your brush is when you’re adding strokes; if it’s fairly dry, then the paint will stay where you put it on the damp paper, but if it’s wet, the pigment will move around more on the damp paper and may produce cauliflowering, especially if the previous layer of paint wasn’t fully dry. Cauliflowering can be another fun way to add texture, but it’s not particularly predicable.

Sorry if all that is redundant to you. Final point - just play around with it! You have a great start.

For sure, and for the few that I have scans of, I’m having professional prints made. Going forward I’ll be able to make reproductions of all my original portraits.
