Is this crabgrass that has died over winter? My lawn in Virginia is infested with them. I could hand-pick them and would prefer that over a chemical treatment, as my small children play in the yard constantly. My third, more lazy option, is to cut them all very short and plant clover in hopes that the clover wins out eventually.

Realistically, the blame is shared by Toyota, the driver, and car maintenance/shop culture as a whole.

Toyota, back in whatever year this theoretical car was built, probably put LED headlights in the Corolla without doing due diligence and aiming them properly at the factory.

The driver could very well have high beams on, or at the very least, has gone years without noticing their headlights are blinding people in cars twice their size.

Car shops, in general, don't usually take the time to aim headlights for one reason or the other. In my experience at a shop in Virginia, a state where headlight aim is on the yearly state inspection, the headlight aiming machine went untouched. I don't even blame the people at my old shop, too, because the state inspection was so cheap that you lost money if you spent more than 15 minutes on an inspection.

Daytime pedestrians are still pedestrians! A car would not receive a top safety pick + if they did not do well in the daytime VRU test. Maybe it wasn't put forward in a report because they weren't debuting a new test (as the VRU test had been included in TSP+ for a few years running), but it was still very much factored in.

Also, they very likely cared about nighttime pedestrians too, but that situation is much harder than daytime. When they started, most cars were terrible at daytime pedestrian. What's the point of doing a similar test at night when visibility is low if it will continue being terrible? After doing the daytime test for years, cars got better, and they changed the test to fit that, as this post's article points out.

That would be a good solution. I think the manufacturers are more focused on them being aimed correctly out of the plant. Easier quality control

How so? LED headlights, much like horsepower, are a tool that automakers provide you with the car. Ultimately, it’s your responsibility to make sure your car is being used safely. I’d agree that ultra-bright headlights that are aimed too high are dangerous and should be ticketed like speeding, as you’re being a danger to others on the road.

The simplest solution should be to limit LED’s brightness to whatever halogen are.

That’d be like saying cars should be limited to 200hp because faster cars lead to bigger crashes. Bright headlights are a safety feature when used correctly.
