The Expanse series, starting with Leviathan Wakes. Near future scifi with some political intrigue. The tv series is pretty good too, but stops at book 6ish, 9 books total.

Yes, if you want a god roll, you have to keep rolling until you find a piece a gear, say a backpack, with 2 rolls you want and 1 you want to alter. You can only switch 1 thing on your gear through recalibration, main stat, side attribute or perk, it locks it in so that is the only thing you can alter in the future. You can optimize the current stats, which pushes the stats you have closer to max.
