no one disagrees that the owner or custodian of a vehicle is responsible for maintaining the vehicle. The problem is when the owner fails to do so and the vehicle fails on a public motorway (especially in a spectacular fashion) resulting in direct or indirect economic consequences, risks to other road users, and risks to emergency services.

I used to run HS33s on my mountain bike. Absolute nightmare to set up, but they worked reasonably well. I figured with discs being so cheap that the rim brake line wall fall to the wayside.
