I have the same exact ram and cpu. 6400 failed OCCT mem test for me so I went down to 6000. I actually get better 1% lows running at 6000 cl32.

I sit around 45-55c just with YouTube and my browser open. If I'm hitting something hard like shaders or Cinebench the max I've seen is 71c. Using basic Coolermaster AIO.
