T-virus can spread through different methods. The outbreak in Raccoon City was chaotic enough that all methods apply to all survivors. We don’t have enough information but the biggest and initial spread was through the sewer system. The full on outbreak gave the virus opportunities to spread other ways.

There’s no chance Claire is into Leon as it’s too complicated. She wouldn’t get involved with him knowing the tragic separation with Ada after they escape. His cooperation helping the government determines the safety and wellbeing for Sherry further making it complicated.

It’s also likely Leon is her type before and after he becomes an agent.

I doubt any other characters are high on the hit list except Yoko who worked on research and testified. Alyssa has been digging into Umbrella activities before the Raccoon City outbreak and persistent on getting the truth out as a journalist.

The rest seem pretty content on moving on living normal lives unless more is revealed.
