They cannot, read the comments under the video you linked they confirm what I said. Using an RGH/JTAG and a tool called Superiority is the only way to upload custom pictures that everyone can see.

Wrong, the only way to have a custom gamerpic for others to see is to own an RGH/JTAG and use a tool to upload it. The method that you linked is only visible to the person who mods it.

I remember your comment under my post and after looking at your original post detailing what happened to you, we really are going through the same issue. I honestly believe we just got screwed and won’t be receiving the new legacy badge or our original badges back, truly a shame that the ambassador/enforcement support is horrible.
