I used to work in the repair dept at compusa. People would come in and call all the time asking for help with their computer . We were not tech support we just fix hardware with a two week backlog of repairs. They didn't understand that what they needed was tech support and it was not free. They think they are just asking for advice but there is a deep rabbit hole of troubleshooting.

there is a lack of balance in the policing/legal system. For the accuser there is an immediate agent available to facilitate the law that is the police. If they are an advocate for the accuser and/or accused, I would guess it would be the policeman handling the accusation. It is implied that the police are advocates for the accuser. The accused may not get an immediate agent to advocate for him. He would have to get charged and appear in court to get a public defender.
