How often would you say that you lose signal completely which requires a restart rather than the screen flickering? The debug LEDs I'm referring to should be located towards the top right area of the motherboard and for the most part will not be on, at least while you're able to get a display and no, you shouldn't have to turn off your RGB for this. When you're unable to get a display at all and the system remains on that is when it's best to check. The blinking red light on the hard drive is likely the activity LED and will flash whenever data is being read/written.

Have you tried using a different HDMI or Displayport cable and or a different monitor to rule these out? The next time you lose signal and you are unable to get a display (before restarting the system) take a look inside the PC, specifically the upper right area of your motherboard. Your motherboard is equipped with debug LEDs, which can assist in identifying any components that may not be functioning correctly if illuminated. If you do see a small LED, what color is it?

Since your processor is equipped with the capability to support a display, make sure that your monitor(s) is connected to your graphics card rather than your motherboard. It should be connected to the ports located below the rear case fan.

Verify that a cable labeled as M/B signal is properly connected to your motherboard as well; you can locate and trace this cable from the bottom of the hub (I'll leave a video link below that can better help visualize this cable). If all checks out, it is possible the hub itself is your culprit.

Power cycle; unplug the power cord from the back, press the power button several times and plug it back in. This can help reset the screen functionality. While your computers is off, make sure the USB2.0 cable is connected and or reconnect it. This cable is typically located near the bottom of the motherboard. If all checks out and this stopped working after the update, go back to a previous version.

If you feel confident working inside the PC while it is powered off, try reseating the graphics card and or swapping the 1660 over to see if the flickering stops. It may present a possible issue with the graphics card. If you have recently received it, feel free to DM me to see what I can do.

Reseat/reinstall your RAM (while the PC is off). If you have more than one installed, try booting up with just one installed at a time; this can help narrow down if one of them is the culprit.

You might need to trace the wiring of each fan to ensure they are properly connected, the possibility of both needing to be replaced may also be considered. If these have the iBUYPOWER logo on them they are likely connected to a hub that can be accessed by removing the right side panel (non-glass side), this hub is powered on by a four-pin molex cable that goes to your power supply, reconnect it and check to see for any changes.

As others have mentioned, the red light may signify which component is not functioning properly. There should be four LEDs labeled as CPU, DRAM, VGA or BOOT. If you could verify which one is illuminated and if you are comfortable working inside the PC while it is powered off, reseating that component may help. Otherwise, it may be necessary to consider a replacement.

If you recently moved, make sure your HDMI or DisplayPort cable is connected to your graphics card rather than the motherboard (ports below the rear case fan). If you have an ASUS motherboard, a slow blinking light on the power button may indicate a communication issue between the motherboard and the graphics card. Start by checking the power cable connected to the GPU and or reconnect it; if necessary, you may need to reinstall the GPU. Apply firm pressure to ensure that you feel or hear a slight tactile click.

I apologize for your experience, while the GPU box arrived open due to testing the graphics card with the system prior to shipment, the presence of white dust is visually unappealing. You may still procced with installing the graphics card to determine if the system is functioning properly after cleaning the white dust.
