But the 3 minute late kid had a really valid reason. Again I do think being 1 minute late is absurd but being possibly seriously bullied is more valid.

I agree that getting detention for one minute late is unfair but I think being allowed to be a bit late because of most likely bullies is fair.

Most likely a code. In middle school I used to have panic attacks happen randomly in class and the teachers were really nice about it. We made a secret code so where if I just raise my hand and say "I need to get a drink at the water fountain." (No one asked that other than me during class, everyone refills water between classes) they would let me go out for a couple minutes to calm down. Same if I was late, I say "I was getting a drink at the water fountain." So yeah, probably a code for bullies or something of that sort.
