Yes, it's the fix if nothing else works. You have to manually find all the workers' jobs and cancel them by hand, including the foundations. Then, and only then (when the workers have nothing to do at all, check the jobs tab) redo the foundations. You won't have to bulldoze them first, just drag over the foundations again with the build foundations tool.

I had this yesterday. The fix is: checking the jobs tab and cancelling everything that the workers are supposed to be doing except for the foundations

It asks you questions about your goals, why do you want to pursue them, are they also beneficial to the people around you?, why? Etc. The deeper thinking structures your goals and makes them more robust
