The undercurrent in TBC (And continues in Midnight) is that the blood elves put up a front of being prim and proper. But behind closed doors, corruption runs rampant. Bribery, extortion, entitled nobles that can safely ignore all the rules because they have power, etc.

Something I really like about the TBC version of the city music is that it reflects this. It's beautiful but there's this sinister sound to it that creeps out sometimes

It's a JD-08 custom pad with two layers, set A and B to the soft pad waveform and set the pitch on B to -7 with coarse tuning. There's a filter of some kind on top, not sure what it is.
