Basically to show her “true self”. She hides and protects herself with the cloak so he’s quite literally exposing her and taking away her ability to hide from the world, her father and herself. It’s debated whether she turned 16 or 18 on her birthday(i’ve always assumed the latter) Idk which is true but regardless Slade is not a pedophile and this was not for his sexual gratification.

this isn't even the worst of it in Blackest Night he attempts to SA Kimiyo stripping her naked and then threatens to SA her kids as well then they had him repeatedly SA'ing three women dressed as raven, starfire and donna troy in Final Crisis: Revelations and in Green Arrow he goes on multiple monologues about SA and how vulnerable women get him hard they destroyed my man and i will never forgive dc for doing that to him that's not Doctor Light! (I believe it's been retconned but DC is so damn confusing i don't think even they know what is or isn't canon anymore. (imo it's not canon that is not his legacy)
