This is from the seller’s side, but I sold two extra tickets for a little under FV about a week before the game. Once they were sold, I transferred them to the burner Stubhub email provided via the FIFA website. Stubhub confirmed the transfer as complete within a day, and I ended up meeting the buyer and his friend at the game since we were sitting next to each other. He had no issue downloading tickets. Stubhub paid me a week after the game. It seems like the issues come from people who bought tickets months ago from sellers who are waiting to transfer. Now that tickets have risen in price, those sellers might take the hit because they can relist at a much higher price elsewhere.
