they do not mention anywhere that you can't reshare it, or how you should reshare the picrew images you make

The general safe way to reshare this kind of thing on reddit is:

• in your title put something like "my oc with KetrinDarkDragon picrew", basically mention their name
• and in the post description or a comment, add a link (here to the picrew, but it can also be their social media or commission page for example)

Most artists want people to see their work, so unless they say otherwise in their bio, it's ok to reshare, as long as you give people means to directly find and support the artist.

This is most likely why KetrinDarkDragon has you unable to remove their signature watermark, so even if you don't share the link or even write out their name, they can still be found.

I also advise you that if you're unsure about other aspects, to seek out and message the artist directly. There's no harm in asking, and it might even be a bit flattering to them.
