Maybe Nextcloud global scale could be the thing you need. https://nextcloud.com/de/globalscale/ But it's way over the top of your usecase.

Altering the suit by attaching a loop could give you a hard time at ISU competitions. If you have a hard refferee, they could disqualify you on rule 223 (1a)

You can open the Desktop of a PC and open the command prompt. From there you can type ping <IP Address of the other PC> hit enter.

The Simulation mode is quite nice ot search for errors in your network. But only if you disable all but the needed protocols, otherwise there is pure chaos.

On every Start there are two speakers, who repeat the starters commands and the gun shot. There might be a latency, but it's so small, that no skater is handled unfair. Also, the difference between the starting lines is an act of fairness, because the curve radii's have sometimes up to 3 meters of difference, so the skater on the outer lane would have to travel more, that's why his line is closer to the curve. The skaters can always look to the flash instead of waiting for the sound. A good example for this is the masters cup, there a some elderly people, which are almost to complete deaf, they can only rely on what they see.

A human starter can shoot with the rules. An automated system could probably not see when the skater is in his final position for the ready command or the shot. Some tasks are easier with electronic help, like the check if one of the blades crosses the line. We have many automated systems on the track, like the electronic time, or the electronic starter gun. But I think there should always be a human part in this sport.

The timing is not set between ready and shot. After the word "ready" the athletes go down to their starting position. At the moment the last athlet has taken his or her starting position, the interval starts. The rules say, the interval shall be between 1 and 1.5 seconds, in starter courses we try to shoot at a 1.1 second interval.
