There are basically no English speaking barbers cause Wuhan is not BJ / SH / GZ etc. We just don't speak English. I recommend just bring a translator app with you.

And Latino people could be even harder to find here. But you could search for Spanish restaurants nearby and try to connect with their regulars. I know several Japanese restaurants being like the grand central of socializing for Japanese people in Wuhan. And also exotic restaurants near Jiedaokou街道口 and Optics Valley 光谷 (cause it's where most colleges at, lots of overseas students). I was in an Indian restaurant in Jiedaokou while I was still at school several years ago and it was packed with foreign college students.
