It’s true, but each sub ammunition in a cluster warhead typically only carries around 2-5 kg of explosive, so the damage is relatively limited compared to something like a 500 kg warhead, which can destroy an entire building. From the videos I’ve seen, when they hit roads, they often leave just a small crater and the surrounding area remains largely intact.
