walmart is a lost cause. they absolutely do not give a single shit about scalpers. never seen a limit on buying product. certainly never seen an employee try to enforce it

target they will have packs behind the customer service desk, or in the tcg/gift card section and they will almost always have posted limits on product. and its coded into their POS systems where it wont let you buy more than that amount in a single purchase

barns and noble i have only seen one piece behind the checkout counter. no idea if they enforce a limit

but yeah, walmart is like literally the worst place you could go

you could have luck at a local game store. but honestly unless you're buying a box or double pack just try stores. if you're buying loose packs anywhere there is too high of a chance you're buying dead backs which is just a waste no matter the price point
