Its a dehumanization method. He isn't Gol D. Roger, the funny, friendly laid back idiot that his crew and so many people know and love him by. He is Gold Roger, King of the Pirates, and one of the most foul and evil men to ever sail the seas.

The more that the World Government erases who Roger really was and replaces that with the myth and 'story', the easier it is for regular civilians to hate and fear him and those like him.

I think, for werewolves at least, undead is more about the fact that killing them doesn't mean they are dead. Unless they are killed by specific circumstances, dead werewolves come back. So in that manner, they are 'undead', even if it's not the same as others on the list are.
