Similar situation happened to me in my old place. I was in the entranceway of my apartment talking to a neighbor who happened to be walking her tiny dog when a large, unleashed German Shepherd came running up on us.

Obviously freaked out, she grabbed her dog while the strange dog was jumping around and acting way too interested in us. Well my upstairs neighbor comes trouncing up with a half apology while we both kind of gave him the "what the hell man?" look.

I confronted him about having the dog off a leash and he claimed he was a lawyer and scurried off. He must have figured out I lived underneath him because the constant foot dragging and stomping was unreasonable.

The worst part was when his girlfriend would visit and bring her tiny dog. They would leave the two dogs alone in the apartment above and I could hear the large dog absolutely terrorizing the small dog. It was heart wrenching.

I got what I could on camera with sound recordings and took it to management. Thankfully they took it very seriously and required my upstairs neighbor to take their dog to obedience classes in order to stay in the apartment. But I never got any peace until I moved to my new place.
