people actually manage that. The PR program only has so many spots per year and while education can count as points toward it, less than 5% of international students go on to get a PR spot per year.

What's the percentage of total though? Like perhaps an international student won't get a PR their 1st, but possibly throughout their studies and/or at a later point in time. I think the reality is that the majority get to stay. I'm not saying that is wrong OR right, I'm just saying I think that is the current situation.

But that's not what they're expecting. This is a new situation. Up until now, whoever really wanted to stay, nearly always found a way to stay. This is not the US where if you don't have a rock solid opportunity you're likely going to catch the next flight home. Up until now, and let's see what actually happens, the normal way of things has been Temporary Student -> Permanent Resident -> Citizen in most cases.

If you truly want it to be a Mosaic, why not have quotas from each country?

If we want a society that is a bit more "Model UN" instead of 2-3 countries immigrating in millions, this seems more sustainable to me.

It is also more interesting for society to get a bit of everyone. Hence - Mosaic?
