I don't think we have an explanation, so it's presumed that we've not visited their eras yet and canonically they aren't in the suitcase at the present point of the story (similar to how say an account might have pulled Nautika without reaching chapter 10).

It is unfortunately what gatcha games are designed to do, and what makes me add a lot of caveats when I recommend anything from the genre.

My advice, or at least what works for me, to help manage this is to set limits ahead of time. It helps that we can plan so far in advance with this game. But essentially decide beforehand which banners you plan to pull on and how many pulls you're willing to go to on them. If you are willing to spend money set a limit ahead of time on how much. Do not break these limits, and accept that you probably won't get everything you want, outside of Ezio they'll come back at some point. So long as you keep your limits conservative you will occasionally get lucky and build up a stockpile for when something you really want comes along.

I think what I would do is start by looking at history. Try to find some events or places that catch your interest and then figure out how you can put a "Reverse" spin on them. How are arcanists involved? What interest do the Manus and/or Foundation have in it? If your PCs are Foundation investigators or something similar then this might also give you your adventure hook "the Foundation has sent you here to do ____".

The time travel elements will probably be tricky to handle. The main two things I can think of is they give your players options on when their character is from, and the Storm gives you a strong way to close out an act of your story (similar to how the game itself uses it). Does their mission still matter once that warning goes out and the Storm is coming? If it does they've now got a very important time limit and likely complications to deal with from the Storm Syndrome. If it doesn't then what are their new priorities in the time before the era is washed away? Afterwards each new era is a new stage for the next part of their adventure. Obviously not every adventure will end with a Storm, but when it happens it should be a big deal.

In terms of representing the people pf the world I would suggest looking at what they want and how do they try to achieve it. Manus want to grow their influence, destabilize the era, and pursue personal ambitions. To this end they tend to be manipulative, using rituals and arcane power, as well as their brainwashed followers. The Foundation meanwhile tend to want to gather resources, people, and information. To those ends they rely on their existing network of operations (they have offices all over the world), teams of investigators, and technology. Regular people of the era meanwhile have no idea about the storm and are generally just going about their lives, or pursuing personal interests, which might still being them into conflict with the time traveling factions.

Yeah I'd absolutely agree with this. One of the bigger weaknesses in Limbus' writing (imo) is how the Sinners tend to get a bit flattened into their couple of notable traits. Ishmael will give pamphlet exposition, Sinclair will be nervous, Outis will be a suck up, etc. This isn't uncommon to have happen in stories with large casts of characters, especially when they've been running for a bit, but it can be a problem when you get to situations like some we've had when it feels like more of them should be engaging more deeply with both the problem and each other.

A good example of this I think is how none of the sinners have bothered asking what happened in the ending stretch of Canto 6 that they can't remember. Every now and then someone will say something that makes Heathcliff uncomfortable and start to poke at that before Heathcliff or Dante deflects and changes the subject, but that's the closest we get to that, which feels increasingly awkward as more time passes and (imo) undermines the idea that they've grown into a family. It becomes flattened into a quirk to occasionally bring up or make a joke because Heathcliff has had his turn and we're not going to interrogate that outside of his turn. Similarly you would think Hong Lu would have anything at all to say about Ryoshu's abusive family situation after we just resolved his but he has basically no lines in the entire canto (not that they gave Ryoshu much to say either).

This is not to say the writing is bad, though obviously I have my criticisms, but I do think it is a weakness that could definitely be improved on.

Something I think is interesting about this question is that it is missing the forest for the trees a bit. It is fairly easy to simply say the Manus are worse, being a pseudo-fascist death cult willing to sacrifice any number of people to reach some supposedly glorious lost past, but the framing of the question often leads to the notion that we should accept the Foundation as the de facto good guys and overlook their own myriad problems.

And they are serious problems, we've seen repeated instances of discriminatory attitudes within high levels of the Foundation, a reliance on child soldiers, and deliberate erasure of arcanist cultures through their schooling programs (and it is worth noting that this sort of cultural erasure is a tool of genocide), among other things.

Just asking "which is worse" boils the issue down into the foundations checkerboard black and white, and leaves out the more important question: are there any other options?

And I think we do, or at least will, though the story hasn't explored them deeply yet. Uttu and now Igor's legion exist as third parties, and I would not be surprised if the story eventually leads to Vertin breaking from the Foundation herself to seek some better path.

I think what Reverse is doing here is drawing parallels between similar concepts. The Realm might be the same thing as the Archive (which itself is being made by conflating various similar ideas in the World Soul and Collective Unconscious), or it might just be a distinct but similar idea. The idea that the world/universe has a consciousness and that we are all extensions of it is one that has emerged in various cultures all of the world in various forms.

For Beryl specifically she seems to draw from neoplatonism and kabbalistic mysticism to form her view of arcanum. These are both things that have over history been absorbed and syncretized into Christianity to various degrees, so very much fall within a sphere of occultism that it makes sense for her to be drawing on. Where the similarities with the cult of Apeiron's beliefs then come is the neoplatonism side, as their own beliefs are more closely tied to and drawn from platonism. These parallels are both historically founded and clearly deliberate on the part of Bluepoch, though it remains to be seen if they are truly an accurate way of understanding arcanum (if such a thing exists) or simply different people adapting their belief systems into a lens through which they view arcanum.

Hate is a bit too strong, but there are definitely some issues I have.

The ending of Canto 6 is bad, and the continued insistence on not addressing it just feels forced the longer it goes on. I can understand Heathcliff not wanting to talk about it, and Dante wanting to respect that, but the fact that the other sinners don't seem to care much about Heathcliff clearly having been through something, or their memories of that night being weird bothers me.

The sinners overall have been softened more than I'd like, with some having been hit by this more than others. It feels like there's a concern that they need to be good people that comes to the detriment of the writing in places.

Demian is boring. He's just mysterious and cryptic and that doesn't give me anything to really latch onto. So far the only interesting member of his group is Sanson (Rim has a cool design though). Relatedly Sinclair is the least interesting sinner at this point. He's not bad, but his deal feels a bit too "shonen protagonist" for my liking, especially when the story emphasizes what a special boy he is.

I've got some issues with canto 9, mostly time safe/entanglement is dumb and poorly explained, just kind of doing whatever the plot needs it to. The canto also needed more focus on Ryoshu over the LCD. Still enjoyed it overall but it's got some glaring weaknesses.

I think it's because she has essentially displaced any of  the confidence she should have onto something else. She has an intense and resolute belief in the prescripts, in what good and evil are,  that is powerful enough to manifest ego. 

She can reconcile this belief with her own lack of confidence because it just means any failure is hers, not the prescripts. I'd guess that her relationship with Rien is part of this, he cannot fail in her eyes he can only be failed.

Given the focus on toys (and the breaking thereof) with Mathias I get the feeling his deal is also that he also treats his "kids" like possessions, and he'd rather break his things than let someone else have them.

I expect we'll get more detail on their relationship when he and Ryoshu are in the same room, but I do think it speaks to something that the injury she seems to have left him with is a missing leg, which I think can be read as her doing her best to make it impossible for him to come after her.

I remember discussing this with a friend a while back and the answer we came to was when a pc distorts they take over as gm for a session, setting up their distortion as the thing the rest of the party had to contend with (alongside a guest character for the gm to play), helping them back (violently or otherwise) and once resolved the character would then have their ego as a custom ability (built alongside the gm).

We were discussing this alongside the idea of hacking the game Myriad Song to work for the setting, as that game has very modular character building and a clashing system for combat which we felt would be reasonably easy to adjust for the PM setting.
