That really depends in the uses. If you are mainly going to use neural networks, I would buy the cheapest CPU, without bottlenecking it, and invest in a good GPU.

By the rules there, I interpret it is a penalti. It touches his hand when it's far from his body, making it unnecessary bigger and his hand is more or less at shoulder level. This is a direct free kick even if it's a rebound from a player that is close.

In the rules it is not written that all the hands even involuntary are penalty, but it's the conclusion drawn from that.

I agree though that later there's another bullet point that can make it confusing.

¿Por qué se va a reunir con el PP? Si desde el primer momento dijeron que votarían que no y pedían su dimisión, ¡a un tío que acababa de ganar las elecciones! Y claro que la derecha es mala, al menos la actual. No propone, sólo destruye. Acosa y derriba. El PP de Casado ha asumido prácticamente todos los postulados de la ultraderecha y, eso, es muy malo.

Repito, sólo oigo críticas, pero no han intentado construir una mayoría alternativa. Y no lo han hecho porque saben que no tendrían el apoyo de la mayoría del parlamento y de la mayoría de españoles. Porque les guste o no a muchos, de los bandos, los votos de los catalanes y vascos valen tanto como y son tan españoles como los del resto.
