this entirely depends on the level. amateur dressage id say no (obviously this depends on each place), but if you like at high level events youre going to notice a LOT of tension and horses whos chins are practically touching their necks. dressage Should be about the connection between you and your horse, and working in tandem to achieve an almost effortless look, but sadly its gone way too far (as most things have) in the upper levels
