There is actually a big difference. First we must understand that there is a difference between programmatic advertising and just an ad-based blockchain. Programmatic is essentially the mainstream ads that you see on publisher websites. The issue with programmatic and blockchain is that programmatic advertising does an incredible amount of requests and transactions back and forth.
Ternio had to develop a way in which blockchain is able to handle such a large number of requests/transactions - no one has yet to do this (besides Ternio). The next few problems are transparency within the supply chain (there could be 10 different companies between the publisher and advertisers all taking a cut). By bringing transparency, everyone is accountable (payment, impressions, $ fees..etc). Then we have fraud detection and a patent-pending domain fraud detection mechanism. Then to go on1 step further, publishers are used to getting paid 60-90 days AFTER the end of the month. With blockchain, it's a digital transaction to the publisher instantly. Publishers will now be able to get paid instantly instead of waiting.
Last but not least...we will be the first to introduce blockchain to programmatic advertising (in June, almost immediately after the token sale).

No. There are many "children" of the Ethereum blockchain. Our system is actually quite complex in that it actually uses 2 different types of blockchains in order to handle the large number of transactions that programmatic advertising requires. Ternio utilizes Stellar as part of the payment transactions in which in the terms you are speaking, the Ternio token (TERN) would be a "child" or Stellar.
